Making you draw a land when you are manascrewed or behind is somehow much more feelbad than making you draw a creature. That said I think we probably want to make all Interweave spells instants to avoid "when can I do this" confusion and to make this an instant even with nonland means pushing it up to probably 5 CMC which makes it a bad interweave spell. Leaving this as-is apart from changing to nonland and adding some variants.

The interweave effect here is too strong because this is costed as a sorcery but can be interwoven as an instant which makes it considerably better.

Good point. It's definitely a 4-5 mana effect as an instant. I think Interweave is going to be pretty hard to balance.
