This seems really strong. Provided you keep one blue mana open, all of your opponent's targeted spells are turned off. It even stops them enhancing their own creatures. And if you ever do need to use it it doesn't even cost s card!

But would you play an artifact for {1} with as an additional cost sacrifice an island for "creatures you control have hexproof". Maybe? Hasn't seemed particularly good in testing. The spellbombs are mainly for the dwarves. I'm not sold on them.
