I think that portent either has to be more expensive or a lesser effect because you don't have to spend a card? We should test all versions and see how it plays out.

Perhaps his actual casting cost should be increased to a ludicrously high amount (like 6UU) while his Portent cost stays the same so he's great to portent but not so great when he's in your hand. As a comparison, Errant Ephemeron's cost is 6U.

Fair points. I still think it is super unlikely you'll ever Portent him on turn 2, but i can understand that might be a pain to play against. Upped both costs

One of only three cards (one of which probably isn't making the cut) whose Portent cost is not the same as its mana cost. I'm not saying we should make Portent mean "same as mana cost" but it is a distinct possibility at this point. Then we could use some of the Deepwater Grasper-style "if you paid portent" to give extra benefits on some cards.

The reason this guy rules is because you get such a massive discount. If you do want to make Portent costs the same as mana costs (and remove the cost from the card) you could always give this guy ~ costs 3 less to cast from your library so as not to ruin Portent templating.

I thought the Portent = mana cost was only a rule at common? Costs X less from your library is pretty clunky when we can just adjust Portent costs

I can't understand why this isn't an absolute certain inclusion. He's the signature Portent creature, he makes Portent a viable archetype by himself, and he gives blue some actual board presence that none of its other cards can match.
