I'm kind of comparing it to Stitched Drake, a 3/4 flyer for 1UU with on on theme drawback. I think putting a card in you hand on your library is worse than exiling from your graveyard. I guess this is way more consistent as a turn 2 drop though.

This having Portent seems a bit odd given his status as a Portent enabler himself. I do like that when you pay the portent something else replaces him on top of the library, though!

bit concerned over this guy as a 3/4 evasion dude with a negligible drawback is very very good. Stitched Drake can't be cast on T3 without help, this can be cast T3 every time, Emancipation Angel tends to set you back a turn and wouldn't even trade with this. If he's an enabler, recommend making him smaller (2/2 at most) and upping the cost. If he's a large flying threat then make him a 4/4 and up the cost. You could also template as: "As an additional cost to cast this put a card from your hand face up on top of your library. ~ enters the battlefield with X +1/+1 counters where X is the CMC of that card"

All valid points Paul. The drawback on this guy is way worse than Stitched Drake, unless you have foresight, and a portent card, and even then you probably can't make use of it if you drop him on turn 3. I had the chance to cast him on turn 3 a few times, but ended up not doing it, he was much cooler as a cheap mid game drop that also gave you a chance at portent'ing something. I probably should have just tried throwing him down turn 3 to see how much of a beating he might be. Also compare to Fettergeist, I grant you he might be a little stronger than that, but he is basically a 3/4 flyer for 1UU and discarding a card. We can always try him as a 3/3 if people are really worried.

I'm not so sure the drawback is that bad tbh, you're essentially giving up your T4 draw step (in an ideal scenario). On the play he's a huge "deal with me or die" type threat, and the answers to him may not be online for a while. Stitched drake is a genuine T5/6 type of threat, and can be played around to a certain degree by not trading with their early drops (for example) and needs an enabler to hit T3. Fettergeist dissuades you from dumping your hand as a followup. Could go the other route, make him bigger (maybe 4/4 for 2UU?) and make the drawback an upkeep cost? Similar to living tsunami who ended up being a great landfall enabler.

The big difference between this guy and Stitched Drake/Fettergeist is that if they get killed it doesn't really matter, whilst this actually costs you a card if you play it early and it dies. However, if they don't have an answer it seems pretty dominant on turn 3. Maybe this should be more a big non-flier instead since that would make it easier to stop and we already have Portentious Shrike as a potentially undercosted flier.

A big non-flier does not really feel very blue though. We could go with Paul's idea, something like: Impossible Horror - 1UU - Flying. At the beginning of your upkeep put a card from your hand on top of your library, if you don't sacrifice ~. 4/4

Isn't a 4/4 flier for 3 even more of an issue on turn 3 than a 3/4? Also we already have a 4/4 uncommon blue flier. What about an unblockable guy? Something like Phantom Warrior or Latch Seeker so it attacks pretty well but dies to pretty much anything and is nowhere near as good on defense?

Actually, maybe it would work better to go the other way that Paul suggested and put this on a smaller guy like a 2/3 flier for 1U? Then the common reach creature can at least block him. Plus being cheaper will let him set up Portent more effectively.
