We coud aggressively cost this at 1U but I think it might end up locking people out of the game a lot of the time?

No way can this be allowed at any cost - it will make games totally unfun

I would start it at something like 3UU and see how it feels. The danger of hiking the casting cost up high is that no one plays it because it looks crappy and then we don't really know

Don't agree. I think it can be tuned to be fun. If it cost 8UU and force spiked it would be terrible. At some point it obviously becomes oppressive. But I'd like to find the point where it was playable but not oppressive and see if it is fun or not. We're surely not in the "counterspells are bad" camp, are we?

Im in the "this is undedercosted" camp primarily as it is too restrictive early game, freezing the board state for pretty much a turn per land you have..

how bout just pay 1 instead? not too broken, and opponents can at least play around the additional mana tax and not be locked out.
