Don't think this does enough interestin gthings to grab one of teh 6 uncommon slots, especially if blue only gets 2 creatures.

I really like game-changing effects that require few words. But I am not eternally bound to this card.

Definitely potential cut at U uncommon. I like that he changes the game entirely with one sweet sentence and that his utility varies a lot depending on your deck but would be happy to move him to rare (and potentially cut later) or even cut now if no one else is excited by him.
