Could we always give him Vampiric Tutor? Cards are in your opening hand as often as they are on top of your library and he's not much of a Lord if he is a 5/5 for 6 with no ability. Don't want to break anything, though! Rune-Scarred Demon is a 6/6 flier for 7 with Demonic Tutor. Not the kind of card I want in our set at all, though, so conflicted!

First of all this guy is a 5/5 flier for 6. So he's a bomb right off the bat and I don't like bombs. He's also exceedingly wordy. Plus with all the Portent in the set it feels like he is doing Portent setup with his ETB effect but because you just tapped out/tapped low for a 5/5 flier it's really actually Vampiric Tutor. So you make a 5/5 flier and Vampiric Tutor but you feel cheated. And I'm pretty sure your opponent feels cheated, too! So that's my vote against or vote for changes at least. I must admit that this is exactly the kind of card that Wizards DOES print, but part of their reasoning for bombs like this in limited is that they give bad players wins against good players. For our intended audience that sounds like a bug not a feature. Note: this card was in my deck not my opponents' when I formed these opinions :)

While I agree with some of your views on this Tom (tapping out to put a Portent card on top is pretty crappy), I'm not so sure that a 5/5 flier for 6 at rare is really breaking limited too hard. We need to have some top end creatures in our set, so that green has something to ramp too, and control decks have something to finish with. Everything we have so far is pretty much weenie or midrange, while not being all that aggressive. This guy does need some fixes though

It's my role to fight against all large evasive creatures at any rarity but I don't mind you sticking up for them :)

If he was a 4/3 he could only trade with a Soulsong-ed Exaltation of Larks or an active Mindleech Avian. Yet he still blocks all fliers in the format and gets in for four and has a highly relevant ability (can draw you four cards in the right deck!)
