This worries me, but I don't know why

I really like this card, but does it do anything? Counters a lifegain deck that has gone out of control, gains you 9 life at a pinch, makes a game you are losing a race? It possibly has enough utility to make it in as a rare? Not sure it can make it at uncommon.
