Does this shut off the red looters? If costs can't be paid, then the effect can't happen right?

Potentially, depends on the looter. For looters where the discard is a cost, yes they won't work, but for the type where tapping is the only cost, then suddenly they are all upside!

This was hate drafted by the BR looter combo player as it shut off his entire deck. There was some suggestion during the draft that such strong hosers like this should not exist.

With looting basically becoming reds entire theme, and mostly with discard as a cost, and very little discard in the other colours, I think we can safely retire this.
