The thought I had for this was to have all cards in your deck have Portent with cost equal to cards mana cost

Very cool. Very close to Magus of the Future but I don't mind that at all. Probably all kinds of broken in limited.

It's basically the same as magus of the future, as the only zone that cares about portent is the top of your library. I'd prefer to have some way to differentiate this - maybe give it portent itself? Should also be legendary.

Giving him portent at his own cost is awesome. Legendary also makes sense.

Not as good as Magus of the Future, as almost the best bit is the free land, which you cant get with this. I'd warrant that Oracle of Mul Daya is stronger than Magus of the Future (ignoring ease of casting) due to allowing you to make an extra land drop.

I wonder if this guy suffers from the same problem as Spellslinging Augur. The themes of the set push you to make his ability worse in deckbuilding (because you max out on cards that have Portent anyway).

Perhaps he could have the Portent cost reduction ability? Then he'd do something even for cards that already have Portent.
