Almost definitely. Especially as sacrificing can be an advantage in this set!

Phyrexian Tower only added BB for sacrificing a creature at no cost, so considering this is legendary and requires a swamp to sacrifice it might be okay. The real issue is this land already taps for BB, so spending B to get BBBB is only one additional mana!
