Wanted something impressive for the rare version of this ability, and this seems pretty decent if possibly too good.

I like it. I'm guessing this will almost never be cast as a creature, but as a free draw 4, so we may have to watch it for power level or make the creature half more appealing.

how does it stack with the looters?

It is a triggered ability so it will go on the stack, and you would resolve it once your looting is complete. So if you discard a card, then draw a card, you complete your looting by drawing a card, and then each player would discard their hand and draw 4.
