Trying to get some cross colour synergy. With foresight/portent mainly in U/G, this is giving abilities that interest the other colours. Hard to balance.

I think, if anything, the most likely home for this is going to be solid U/G decks with loads of Foresight and Portent so you can get loads of advantage from the sweet effects!

Bit wordy, not really sure what to do with it, possibly suffered from being played in my random pile of cards deck which wasn't at all Portent focused.

Yeah, this seems like a good idea but just seems like it needs a lot of set-up to be any good and sometimes will be a total blank.
