Playing with the draft is interesting, but I think this guy is awkward since he's basically giving a random player a high pick at the expense of the person who had to open him. I wouldn't be very happy if someone said before the draft "we're taking the rare out of your first pack and putting it in someone else's second".

Isn't this guy better than a rare though? I would probably first pick this all the time. Very often when drafting you get passed pack after pack with nothing exciting init, then the god pack comes along where you want multiple cards for your deck. Now you can take them, and pass on the Librarian for somebody else. I guess it is way more exciting to get passed this guy 5th than to have to take it first pick.

In something like a powered cube it could well be worth taking this over anything except power/fast mana. In a cube where power level is closer to flat he seems like an early but not first pick so you can double up on p2p1 or (better?) p3p1. In a normal set he's a first pick over anything except a bomb rare or premier uncommon/removal? The fact that we don't know for sure makes it an interesting card although of course it is in Conspiracy so we'll know soon enough if anyone plays that format.
