Each of these effects has been printed before as 1 mana cantrips, so I'd be hesitant about turning this into a cantrip without upping the cost to 1U. Then again those individual cards have never really broken any formats, but I've played Shadow Rift many times without caring about the cantrip as it is usually a killing blow.

I keep wanting to suggest ways to make this playable but then I think about the fact that every card is already playable and wonder if this should just be our Gruesome Encore.

Even against the mono-removal deck this is just stone unplayable. I don't think either of these abilities are worth a card so the option to choose between the two is still bad.
