I think this is how these guys should work - with an Empower cost much higher than the base cost.

I think that there can be a scale tbh, I can see a bear which can empower with a +1/+1 counter for example as well as a 1/1 for 1 which casts tidings. There's also space for off-colour and multi-colour empower activations too :D

(Playtesting) Somehow this card is a lot more feelbad than something like Stingscourger or Dead-Eye Giant. I think because you get the effect with those an only optionally the body. Not sure. I ran this guy out as a 2/1 and felt bad several times, anyway.

This guy is a boss. Empowering it is always good. Would be sad to make him early but sometimes you just need a blocker.

This may be a little insane, but 2 toughness creatures are quite important in this format and nobody ever wants to play this on turn 2 right now! Making it better should actual mean more decisions!

11 mana loop with Rescue Squadron that blocks a creature and then makes 3 x 1/1s over 2 turns. Not breaking anything but pretty awesome when playing your way out of a tight corner against ground attacks.
