This is pretty interesting. Would it be too much to counter activated abilities as well? May need to cost 1 more to do so.

If it counters activated abilities as well it's just Voidslime. Possibly Voidslime is just a straight up more interesting card and we should reprint that, or make a U version.

The only problem with this is the double blue cost. In a wedge set that is quite hard to do.

Hard counters always contain UU. We can probably live with one card with this problem?

Saw Rob try to counter Emerge with this. There are a lot of activated and triggered abilities in this set. Should we let it interact with all of them?

Wizards have started to allow 1CD counterspells. Given that UU is harder GU in this set should we print this as 1GU? That restricts it to two wedges instead of three but makes it easier to cast for those two wedges.

Countering Emerge or a Resound seems pretty great, so I think it's okay that it costs UU. We need some cards that force you to play extra lands in colours you'd sometimes rather not!
