There are lots of ways to do this. Really not sure exactly how it should look but I like it generally. "Whenever you play a U, R or G spell". "Whenever a U, R or G spell is cast". Could be a 2/2, a 3/2, a 2/3. Could trigger on drawing a card. Compare to Lorescale Coatl (Uncommon, UG), Quirion Dryad (Rare, G), Kiln Fiend (Common, R), Fluxcharger (Uncommon, UR), Nivix Cyclops (Common, UR), Forgotten Ancient (Rare, G) and many others.

I think this is the wrong color combination. Unless you want to go with 'Empower is a spell' this is the combination least likely to cast spells because most of its creatures will have a spell-like effect already.

As discussed on your alternative URG common I think you're thinking about it the wrong way. The URG deck has access to a lot of spells will be playing Divination and Giant Growth and every Shock they see, all of which will trigger this guy. Yes, they'll probably be playing 12-18 creatures that won't trigger him but as he is a 3/3 for 3 already I think that's ok. It's possible that we don't want to make a set that matches up in any sensible way against a set that Wizards would make because we don't like NWO and because we have a completely different set of constraints than them. But I don't think we've decided to do that. Heading to Trello as this is now my second rant on the topic!

I had this card. It wasn't very exciting. When it comes to my URG deck I'd rather have Divining Noggle. acid-Jaw Beetle and Lavaaxeamancer than Divination, Naturalize and Lava Axe. And Empower even telegraphs that you don't have a spell to pump him as a trick if you spend all your mana on it.
